Vessel Valuation Survey Services

As Vts We provide Vessel Valuation Survey Services done by very experienced Master Mariner and Chief Engineers backround marine surveyors to examine and report the current condition to determine the valuation of the vessel.

Valuation survey is usually carried out at the same time as Pre purchase condition survey, and is used to determine market value of the interested vessel.

A vessel valuation survey is a comprehensive assessment conducted to determine the value of a vessel, such as a boat, yacht, or ship. This survey is typically carried out by professional marine surveyors who specialize in vessel appraisals. The valuation survey takes into account various factors that can influence the vessel's worth, including its age, condition, equipment, maintenance history, market demand, and comparable sales data.

During a vessel valuation survey, the surveyor will inspect the vessel both internally and externally. They will examine the vessel's hull, structural integrity, mechanical systems, electrical systems, navigational equipment, safety features, and overall condition. The surveyor may also review maintenance records, documentation, and ownership history to assess the vessel's maintenance and legal status.

The surveyor will compare the vessel to similar vessels in the market that have been sold recently or are currently listed for sale. This analysis helps determine the vessel's fair market value, which represents the price a willing buyer and seller would agree upon in an open market transaction.

The final survey report provides an unbiased evaluation of the vessel's value, including a detailed description of the vessel's condition, a list of any deficiencies or issues found during the survey, and an estimated fair market value. This valuation report is often used by boat owners, buyers, sellers, lenders, insurance companies, and legal entities for various purposes, such as buying/selling decisions, insurance coverage, financing, legal disputes, or taxation.

It's important to note that a vessel valuation survey is different from a marine survey, which focuses primarily on the safety and seaworthiness of the vessel. While a vessel valuation survey may include some elements of a marine survey, its main objective is to determine the vessel's monetary value rather than its suitability for a specific use or condition at sea.

Remember, vessel valuation surveys are typically conducted by professional marine surveyors who possess the necessary knowledge and experience in assessing vessel conditions and market values. Their expertise ensures an accurate and reliable valuation that can be used for various purposes.

Heavy lift & Project Cargo Marine Survey

Heavy lift and project cargo marine survey is a specialized type of survey conducted to assess and provide recommendations for the safe transportation of heavy and oversized cargo by sea. This type of survey is typically carried out by marine surveyors who specialize in evaluating the loading, stowage, securing, and transportation of specific, large and heavy cargoes.

Heavy lift & Project Cargo Marine Survey

A heavy lift and project cargo marine survey is a specialized type of survey conducted to assess and provide recommendations for the safe transportation of heavy and oversized cargo by sea. This type of survey is typically carried out by marine surveyors who specialize in evaluating the loading, stowage, securing, and transportation of specific, large and heavy cargoes.

Here are the key aspects covered in a heavy lift and project cargo marine survey:

Cargo Inspection: The surveyor inspects the cargo to assess its dimensions, weight, structural integrity, and suitability for transportation by sea. This includes measuring the cargo, checking for any damages or weaknesses, and verifying its compliance with relevant industry standards.

Stability and Load Analysis: The surveyor analyzes the stability of the vessel when carrying the heavy cargo, taking into account factors like the vessel's stability criteria, the cargo's center of gravity, and the impact on the vessel's metacentric height.

Stowage and Securing: The surveyor examines the vessel's cargo hold, deck, and other applicable areas to determine the most suitable stowage and securing arrangements for the cargo. They consider factors such as weight distribution, securing points, and the vessel's stability to ensure the cargo is properly loaded and secured.

Transportation Planning: The surveyor assists in developing a transportation plan, including selecting the appropriate vessel, determining the optimal route, and assessing any potential risks or challenges during the voyage. They may also consider factors such as weather conditions, port restrictions, and any necessary permits or clearances.

Lifting and Rigging Equipment: The surveyor verifies the suitability and adequacy of the lifting and rigging equipment used to handle the heavy cargo. They check factors such as the lifting capacity, load-bearing capacity of cranes, slings, shackles, and other hardware.

Documentation and Reporting: The surveyor prepares detailed reports and documentation, including cargo specifications, survey findings, recommendations, and any necessary calculations or drawings. These documents serve as a reference for all parties involved in the cargo transportation process, including shippers, carriers, and port authorities.

It's important to note that a heavy lift and project cargo marine survey requires expertise and experience in assessing and managing the unique challenges associated with transporting heavy and oversized cargo by sea. Therefore, it is advisable to engage the services of qualified and reputable marine surveyors who specialize in this scope.

An onboard inspection can only be successful if the

tanker has been prepared for the inspection. For this reason, some companies perform pre-vetting inspections by internal resources prior to the vetting inspections by the oil majors.

These inspections normally take place during discharge.

Most of the vetting inspectors are former seafarers

with long experience from various types of tanker vessels.

Most likely the first impression is formed already at the time the inspector arrives at the gangway and then continues all the way until the closing meeting have been completed.

Inspectors will be looking for objective criteria by which to judge the tanker. Thus, the importance of the route from the ship side to the Master's office should not be nderestimated. Remember that, as always, you do not get a second chance to make a first impression.

Make sure that the inspection is scheduled at a convenient time for the vessel, so it does not conflict with other inspections.

Apart from the required operation of the vessel the inspection should be given the highest priority.

Make sure that each head of department has completed

and signed off his own part of the vessel inspection questionnaire before arrival at port and that any deficiencies have been reported/corrected. This should be incorporated into the normal routine guidelines.

Although it is the Master's overall responsibility to

prepare for an inspection, this is a teamwork involving all crew members.

Prior to the inspection a copy of the below documents

should, as a minimum, be made ready for the inspector:

- Classification documents

- Certificate of registry

- Cargo ship safety construction certificate

- Cargo ship safety equipment certificate

- Safety radiotelegraphy certificate

- Load line certificate

- IMO certificate of fitness

- IOPP certificate & supplement

- Certificate of financial responsibility

- Crew list

- Drawing of the vessel's cargo tank arrangement

- Vessel's safe manning document

- Masters should lay out the certificates in the same

order as they appear in the VPQ/VIQ (Vessel Particular Questionnaire/Vessel Inspection Questionnaire) This saves time and creates a good impression of a systematic

preparation, and the following documentation should also be presented:

- The officer's qualification matrix

- Officer's licenses

- Health certificates

- P&A manual

- Approved crude oil washing manual

- Approved ballast manual

- Oil/Cargo record book

- Oil transfer procedures

- Garbage log for compliance with MARPOL Annex V

- Proof of cargo hose / pipe pressure testing

- Proof of fixed and portable firefighting equipment

servicing

- Proof of professional servicing of breathing apparatus

- Proof of life raft servicing

- Settings for vessel's pressure/vacuum valves

- Shipping document and cargo manifest

- Certificate of inhabitation or stabilization of cargo

- Declaration of Inspection if transferring bunkers

- Cargo Information cards for the cargo on board

- Inert gas manual

- Vessel response plan

- Safety manual

- Vessel operation manual

- Company's policy for upgrading and training

Be prepared to calibrate and/or demonstrate the proper

operation of:

- Combustible gas detectors or fixed gas detection

system

- Oxygen analyser

- Toxic gas detector

- Overboard discharge monitor

- Cargo pump emergency shutdown and bearing alarms

- High level alarms

- Overfill alarms

- Quick closing valves

Be prepared to demonstrate the proper operation of the

following systems/alarms:

- Inert gas system alarms

- Oily water separator

- Firefighting systems

- Steering gear

- Emergency generator

- Engine room ventilation shutdowns

- Fuel oil quick-closing valves valve

In addition, the following items may be checked and

should be ready:

- Firemen's outfits

- International shore connection

- Navigation equipment

- ECDIS including latest corrections

- Publication including corrections

- EPIRB (Emergency Position-Indicating Radio Beacon),

pyrotechnics and hydrostatic releases

- Flame screens, bunker tanks

- Suitable paint locker

- Marine sanitation device

Reference should also be made to the requirements of

the oil major inspecting the vessel. The following items are of vital importance as these provide an overall impression of the vessel and will play an essential part in how the inspection will be conducted.

- Gangway: Correctly arranged - is the gangway net

rigged? Is there a life ring nearby?

- Deck Watch: Is a deck watch present at the gangway?

- Ask the inspector of his identity (should be verified

by ID) and who he wants to see

- Confirm with the Duty Officer that this is OK

- One crew member should guide the inspector to the

Master's office

- All applicable warning signs must be posted

- All crew should wear required PPE

- Fire equipment at the manifold must be in place and correctly rigged

- Deck clean and free of oil/water and obstructions

- Scuppers blocked and emergency pump in position and

discharge connected

- Cargo information: Make sure that all personnel

involved in the cargo operations are briefed regarding what cargoes are being loaded/discharged, particularly the deck watch. All MSDS to be posted and easily readable.

- Emergency equipment working, present and clearly

marked

- Moorings in good order with no lines on the winch ends

- Accommodation clean and tidy, all doors closed, and a

positive pressure maintained

The Inspection

Remember, you do not pass or fail a vetting inspection!

The results from a vetting inspection will give the

oil major information needed to decide if the vessel is accepted for use.

However, you shall be well prepared and make sure that

the inspector is accompanied on the vessel during the inspection. The best people to do this would be the Master, Chief Officer, 2nd Officer (Navigation Officer), Chief Engineer and the 1st Engineer (Second Engineer).

Normally, the inspector will start by checking all

certificates and documentation with the Master followed by a tour on bridge, deck, accommodation, provision room and engine/steering gear room. However, it must be remembered that the order and schedule of the inspection can be changed to achieve less disturbance to the normal operations onboard. With the OCIMF VPQ (Vessel Particular Questionnaire), much of the data referring to the tanker

will have been completed in advance. Make sure that you have a completed and up to date copy available for the inspector as this will save much time.

Some of the most common deficiencies are found in the

following areas:

  • Bridge and radio room

- Passage plan only pilot to pilot. Ensure that the

filed passage plan covers berth to berth navigation.

- Missing publications or old editions onboard when new

publications have been issued

- No emergency anchorage marked

- No-go areas not marked

- No point of no return marked

- Master's standing orders and night order book missing

or not completed

- No logs for gyro error

- No entry of position on the ECDIS chart during transit

of pilotage to berth

- ECDIS

- Cargo control room and tank deck

- No cargo/ballast plan available

- Hydraulic leaks on deck

- Officers and ratings not wearing proper PPE on deck

- ODM (Oil Discharge Monitor) not tested

- The manifold valves of the opposite side to the

discharging side are not closed and/or pressure gauge having defects or missing

- No screens inside the vents for the ballast tanks

- No calibration gas for gas detection instruments

- No policy for tank entry

- Engine room and steering gear

- No procedures or instructions posted for foam system

- Chief Engineer's standing orders and night order book

are missing or not completed

- Emergency steering procedures not posted properly in

the steering gear room

- Hot work procedures not used or not present in the

manuals

- No safety guidelines available for engine

room/workshop welding equipment

- No eye protection warning notices posted for engine

workshop machinery

- No clean goggles by grinders and lathes

- Accommodation/Galley

- Untidy

- Overhead ventilation greasy which is a fire hazard

- Accommodation ventilators with no identification

labels

- Required temperature of the meat/fish room not

maintained correctly

Pre-vetting Services

A good ranking in the OCIMF/SIRE Database is an

essential tool for independent owners of tanker vessels in order to ensure employment for their vessels.

A Pre-vetting Inspection can help minimising or even

eliminating the risk of negative observations during a SIRE Vetting, thus maintaining a low observation score in the database.

During a Pre-vetting Inspection we visit the vessel

and perform an in-depth inspection covering all areas on board in relation to the SIRE Vetting programme with special focus on the Vessel Inspection Questionnaire (VIQ) in order to prepare the vessel for an upcoming vetting.

The overall objective is to identify any deficiencies

which, according to the inspector’s experience, are likely to cause a negative response during a SIRE Vetting.

During the inspection the crew responsible for the

various departments on board are given on the spot guidance in order to prepare them best possible for a vetting.

The vessel Operator is provided with a detailed

report with recommendations not later than 24 hours after completion of the Pre-vetting Inspection. The Master is provided with a summary and guidance prior to the inspector leaving the vessel.

Upon request we can also assist with Owner’s response

following a SIRE Vetting with negative observations.

The closing meeting

The inspector should sit down and discuss observations

and comments after the inspection is completed. If not, the Master should record a written objection that this has not taken place and inform his company immediately.

If the Master's opinion is that some of the observations are not correct or it has been raised due to a misunderstanding,

this is the time to bring this up with the inspector. Minor observations that have been rectified in front of the inspector should be requested to be removed from the list provided to the Master.

The inspector gives the Master a written list of the

observations found:

Correct all observations as soon as possible Send the report to the head office or department in charge Complete the Inspector Feedback Form and send it together with the report Owner's comments (one of the most important aspects) When the vetting inspector leaves the gangway, the

vessel inspection is finalized. However, it is now that the screening process begins, and the owners reply to any comments or deficiencies raised play a very important part in this screening process.

What the charterer is looking for are quality replies

to the comments raised and which indicate that the comments are taken seriously by the owner. These replies will be used as a measure of the owner's quality

management, and this process will form part of the vetting manager's assessment of the quality of the vessel and on-board procedures.

Many otherwise acceptable vessels do not pass this

part of the vetting process because the owner's replies to the vetting inspection do not provide "closure" of the indicated conditions, and this results in the "approval" either being delayed or denied.

It is important that the owner sends replies that show

acceptance of and respect for the system and that the owner has an active Safety Management System in place that takes every deficiency seriously. The owner's replies should make it possible to identify the root cause of the deficiency and it must address the real cause of the deficiency. It should be considered to make changes to existing operation procedures that are necessary to reduce

the chance of the deficiency occurring again.

Some examples of replies that do not live up this

standard are e.g., "The deficiency has been rectified", "the

deficiency will be rectified at the earliest opportunity", "we have instructed the Master not to do it again", "the spare part has been ordered", etc. In order to indicate that you have an effective system in place it is necessary to address the deficiency within the ISM system, for example by identifying the non-conformity, establishing the root cause and implementing an effective corrective action as well as necessary changes to existing procedures. The deficiency then becomes effectively closed out.

It is not sufficient to say that the deficiency has been fixed, you need to explain that the problem that caused the deficiency is also fixed.

The screening process Having been through all the items mentioned so far this is still not the end of the process. It is also important that comments made are consistent with comments made on similar observations on previous

inspections.

The charterer will also assess and review many other

aspects of your operation, such as:

- Other vessels in your fleet

- The vessel's incident history

- Feedback from the charterer's terminals

- The quality of the owner detention history

- Any previous problems with clearance of the vessel

- Inspection history of the vessel

- The age of the vessel, crew quality and the management

system in place

- CAP (Condition Assessment Programme)) rating, fatigue

analyses (if appropriate)

Ø- The vessels flag, classification society, PSC

The purpose of the survey is principally determining the actual condition of the vessel supporting with photos, reporting existing extent of damages, other than fair wear and tear, which may have occurred to the ship between two dates, usually those of the commencement and termination of charter. Whilst the determination of damage is principle purpose of the two requisite reports, one being at the on hire survey and the other at the off hire survey, there are often three other requirements

These requirements for off hire / on hire condition survey are;

The survey and checking of documents and certificates

The survey establishment of quantities of fuel and stores on board

Sometimes the survey establishment of the cleanliness of the cargo spaces

VTS provide On hire / Off hire survey inconformity with above.

Visually inspection of vessel holds, main deck and cargo working areas are performed to identify any damage present prior to the vessel going on hire or off hire. This survey is carried out by our Master Mariner experienced surveyors.

VTS marine surveyors visit vessel minimum one day before the completion of discharging operation to determine damages (if any) to protect clients benefits.

Bunker Detective Surveys are carried out by our marine surveyors on behalf of the charterers to find concealed (hidden) bunker fuel onboard. To find concealed fuel our qualified marine surveyor attend to the vessel. At the present market rate, bunker cost is one of the largest operating expense incurred, with such high costs involved, it becomes imperative for the charterers to know the exact bunker quantity onboard.

In order to prevent fuel losses ’Bunker Detective’ experienced surveyors offer impartial, independent quantity measurement inspection services for marine fuels, issuing detailed bunker survey reports to confirm fuel delivery and report any bunker fuel shortages.

How bunker fuel is concealed?

There are many ways to conceal fuel on a vessel – some of the examples are:

• Hidden compartments

• Use of ‘magic pipes’

• Altered sounding pipe lengths

• Non-class approved sounding tables

• Altered sounding pipe lengths

• Tampered Sounding Tapes

• Short bunker delivery

• Doctored fuel gauges and so on….

What is a ‘magic pipe’?

Magic pipe is a terminology used when finding concealed bunkers. If used properly – to an untrained eye – it can be hard to detect and thus making bunker fuel dissappear just like ‘magic’. These magic pipes are fabricated onboard by marine engineers and desgined to fit tighly inside the actual sounding pipe. The bottom end of the magic pipe is closed and the pipe pushed through the fuel to the bottom of the tank. During sounding, the tank thus appears empty or gives false soundings.

MORE DETAILS

Pre-Loading Survey Services

The pre-loading survey is first step of shipment survey procedaure on loading in shipping with target to determine the "limits of liability" of the concerned parties regarding to cargo condition.

Purpose of goods pre-loading surveillance is to certify that cargo’s condition as contaminated (salt water, high moisture, rusted . . .), physical damage (broken, dent & bent . . .) defected & deformed or un-suitable condition prior to loading aiming to protect the carrier’s right under the contract of carriage until this shipment will be discharged at destination port when arising claim of consignee (as buyer, receiver or any parties) to the shipping carrier (instead of seller, supplier or shipper on fraudulent or responsibility).

Sometime, the measurement of cargo’s volume also carried out for calculating of freight costs.

On means of transportation

Before loading, the condition of cargo holds & containers (as well cargo gear, seaworthiness), hatch-covers and ship’s ventilation system must be carried out the inspection to certify that its condition is suitable for loading of cargo.

Basing on pre-loading report of survey, Master of ship will be issue Mate receipt list report to attached with Bill of lading.

if the report of cargo pre-loading inspection is results any differences against the described in the shipping documentation, whether to refuse (reject) the cargo or early notification of these deficiencies to the shippers (agents, stevedores or charterers) together with Carrier

Kind of cargo to be surveyed on pre-loading

All of cargo types must be surveyed by VTS Shipping before loading, especially for goods that are either easily altered on apparent condition or nature damaged for short periods of time, such as a pare iron and steel products are easily oxidized due to environmental influences, fresh seafood is fast spoilage, fresh fruit is quickly rotten (too ripe), agricultural commodities are moldy (its high moisture & humidity).

Place & Duty of VTS’s surveyor carrying out the preloading survey

Our surveyor inspects the cargo on the quay, seller’s premises, prior to the container or the ship’s arrival (period loading) and report to the master on its condition and advise the master on the clauses of the mate’s receipts and give advice on loading and stowage.

Corrections for factors such as trim, water density and non-cargo weight changes are made before calculating the cargo weight change.

The above is the basic principle of the weight determinations (“Draft Surveys”) on bulk cargo’s loaded and/or discharged, into or ex short sea and deep-sea bulk cargo vessels. The combination of experienced draft surveyors, correct hydrostatic data, the assistance of the vessel’s officers and certain basic requirements regarding the ballast position of the particular vessel, makes it possible to determine the weight of a bulk cargo in an accurate way.

Our surveyors are experienced with performing draft surveys and are available 24/7. With our own Software System we provide a independent draft survey report.

We can, if applicable, chemically test if the hold is free of previous cargo remnants and residues. The ship’s log is checked, as part of our contamination testing, to verify whether there were harmful materials among previous cargoes and we pay special attention to other carried products that may cause problems due to quarantine requirements. The hold is also checked for any damage and repainted areas are reviewed.

Although you thought to found the perfect boat to be used VTS Marine Survey to perform a pre purchase survey/inspection. After the survey/inspection was completed you were very enlightened at the findings and confronted the seller with the report.

There was several thousand dollars in pre existing needed repairs! After asking the seller some pointed questions you realized the seller was fully aware of these needed repairs but did not disclose the information to you & your company. Needless to say the "Super Nice Seller" was less than honest. You would recommend to anyone considering purchasing a pre owned boat to have a pre purchase survey/inspection, regardless how great the boat looks, and how nice the seller appears.

You are purchasing a pre owned boats, vessels, ships from a dealer. Although the boat was not to expensive You want to have a survey/inspection performed as a precaution, the dealer was not very pleased with your decision. After watching the process You are amazed at the detail and how the surveyor/inspector checked everything on the boat, everything! After reading the report you realized there is much more in repairs than the dealer informed you. In an effort to make the sale the dealer really minimized the cost of needed repairs. The total cost of the repairs was many times the amount the dealer said (in the thousands), it was more than the purchase price of the boat! You saved thousands and did not do business with that dealer.

Before you buy take the time to have a pre purchase survey/inspection completed. We have been providing surveys/inspections for many years and guarantee if there is any pre existing condition we will find it and report it directly to you, the buyer! There are many very nice sellers who are honest, however we also know there are sellers who may not be honest and do not have your best interest in mind.

Hatch Cover Watertight Testing Services

VTS Shipping provides a quick accurate and safe method of establishing water tightness of hatch covers bow, stern and side doors, void spaces, tanks, ramps and windows.

Prevent Cargo Damage

By using “ULTRASONIC HATCH LEAK DETECTOR” to ensure your hatch covers are watertight you can prevent cargo damage and also avoid failing inspection by the Insurance and Charterers’ surveyor.

Early Detection Reduces Your Cost

By detecting any leaks or areas that lack the necessary compression at an early stage the cost of repairs can often be reduced. Also finding any potential problems early can help you avoid damage to cargo that can prove costly both to your finances and your company’s reputation.

Identify Exact Location of Cargo Hatch Leaks

Unlike hose and chalk tests, “ULTRASONIC HATCH LEAK DETECTOR” equipment allows you to identify the exact location of the leak – saving you time. Another advantage over the hose test, which only demonstrates whether or not there is contact between the rubber packing and compression bar,“ULTRASONIC HATCH LEAK DETECTOR” indicates when you actually have the required compression to prevent water getting into the hold space meaning you can identify any leaks very early and thus reduce repair costs.

Test Your Hatches Even When Carrying Cargo

“ULTRASONIC HATCH LEAK DETECTOR” uses a transmitter placed inside the cargo hold emitting ultrasound waves. With the hatch covers closed, a hand-held telescopic microphone is used at the hatch cover interfaces. The unit can even be used with partially or fully filled cargo holds meaning testing can be carried out at any time without interrupting your ship’s operations.
